Implement @todo, .future, and @modifier; reinstate singular/plural forms
for most decorators.  Slight docstring improvements.

Note: it turns out that we needed a @modifier decorator in order to
support modifying futures in code that might be called from outside
the Trellis.  In other words, use @modifier to decorate functions that
access the .future of 'todo' attributes.
