Log Message:
Back out 'ITest.appliedTo()' method; it wasn't really needed for ITest, and
when we have template conditions/predicate functions, we don't want them to
have to implement ITest anyway.  So, replaced it with a generic function.
Also, cleaned up Inequality.__invert__ so it inverts the operator instead
of using a NotTest, and deleted some now-dead code.  Also adjusted so that
non-ITest, non-sequence constants used in an 'expr in test' predicate cause
a fallback to generic boolean testing, rather than an adaptation error.
