Log Message:
Move from absolute to relative URLs:

* Added 'web.relativeURL(base,url)' to compute relative URLs

* Added 'url' attribute to 'web.ITraversalContext' to supply the canonical
  relative URL (or absolute URL if it can't be made relative)

* PWT 'url' operations use the new 'url' attribute

Also, slightly simplified PWT parse algorithm .
