Log Message:
Added various tests for 'test' command option processing.  Fixed missing
install of 'command' subpackage.  Changed setup() arg to 'test_suite'
instead of 'test_module'.  Added '--test-suite' option to 'test' command,
usable in place of '--test-module'.
