Fleshed out configuration bindings for SupervisorProcess, and fixed a bug
in its usage of the locking API.  Added drafts of BusyProxy (which monitors
the "busy" state of a child process) and BusyStarter (which requests that
new children be started when there are pending connections on a socket, and
all the existing children are busy).
