Log Message:
Added DDL for SQLite "Bulletins" example, and code to run it.  Fixed a
problem with 'logging.logger' URL scheme.  Began fleshing out basic
'bulletins' configuration file.  Note: the current DB schema *will* change
at some point, so don't get too attached to your data!  (Not that you can
actually *input* any data yet...)
