First draft of AbstractContext class to be used as base for most Naming
Context implementations.  It still needs some work to handle federation
properly, but almost all the base machinery is there, including support
for defining alternate federation policies for namespace separation and
"next namespace" determination, including junctions and implicit NNS
pointers.  Next up: getting the NamingException class hierarchy fleshed
out to match the JNDI exception features; especially for
CannotProceedException, which is vital to namespace federation.
