[PEAK] PEAK-Rules core framework checked in!

Today I completed the core framework for PEAK-Rules, which supports 
highly-extensible method combination, multiple dispatch on positional 
argument types, and easy-to-use decorators that let you turn *any* function 
into a generic function.  It doesn't do predicate dispatch (yet), and 
there's still a lot to do to expose its full pluggability, but it's up and 
working!
